"If another country, perhaps Burundi or Kenya, confirms this, the Nile Valley initiative will be approved and a useful structure will distance Sudan and Egypt from the grand assembly and encourage them to reassess," he said.

Focusing on the importance of understanding covenants, Samuel emphasized that any assignment in the Nile Valley would depend on conversation between meetings. Meanwhile, water captain Fekahmed Negash said the Nile Valley countries negotiated for a long time from 1997 to 2010 to establish a coherent legal structure.
